Mutual Recognition Principle
For teachers registered in Queensland, South Australia, Tasmania, Western Australia, the Northern Territory or New Zealand
The Mutual Recognition Principle is that a person who is registered for an occupation in the first State is entitled to registration in the second State, for the equivalent occupation.
To be granted registration under the Mutual Recognition Principle with the Victorian Institute of Teaching, you must complete Form E - Application for Registration under Mutual Recognition (PDF - 530 KB). You will need to provide evidence that you are currently registered with a teacher registration authority in Queensland, South Australia, Tasmania, Western Australia, the Northern Territory or New Zealand, and state that you are applying for registration in Victoria under the Mutual Recognition Act 1992 (Cth) or the Trans Tasman Mutual Recognition Act 1997 (Cth).
There are no mutual recognition arrangements with New South Wales or the Australian Captial Territory.
Memorandum of Understanding with the NSW Institute of Teaching
For teachers accredited with the NSW Institute of Teaching
The Victorian Institute of Teaching (VIT) has a Memorandum of Understanding (MoU) with the NSW Institute of Teaching. The MoU outlines specific protocols consistent with each jurisdiction's legislation, for the accreditation or registration of teachers seeking either to:
- migrate from one State to another or
- maintain their accreditation and registration in both States.
The reason for the MoU is that an automatic mutual recognition process under the Commonwealth legislation does not exist between Victoria and NSW.
Under the MoU the translation of NSW accredited teachers to the Victorian register applies in the following way:
- teachers who have graduated from approved teacher education courses in NSW and hold provisional accreditation in NSW may apply for provisional registration in Victoria
- teachers from NSW who have met the Standards of Professional Competence may apply for full registration in Victoria.
Accredited teachers who have moved to Victoria and wish to teach in this State, should complete Form A: Application for Registration (PDF - 1.4 MB), attaching a certified copy of their current accreditation. They will also need to pay the application and annual fees.
Accredited teachers who wish to continue to work in both States may apply for a waiver of the annual fee by the State in which they do not reside.

For teachers who are not accredited with the NSW Institute of Teachers
The Memorandum of Understanding does not apply to NSW teachers who have been conditionally accredited, accredited as Transition Scheme Teachers in NSW, or have taught in NSW prior to October 2004.
