- Ms Shelagh Elizabeth Donegan-Bragg for outstanding public service to education, and to people with a disability, in Victoria.
Ms Donegan-Bragg has shown significant leadership over the past 15 years as Principal of the Sale and District Specialist School in Victoria. Her vision, and now legacy of creating a purpose-built educational facility for students with a disability has created an environment for all students to achieve better outcomes and has strengthened the sense of pride and inclusion within the community. Ms Donegan-Bragg's outstanding public service to education, and to the community of Victoria, has been exemplary.
