Victorian Institute of Teaching Council Communique – April 2026

Meeting 2 - 1 April 2026

The Victorian Institute of Teaching (VIT) Council met for its second meeting of the year on 1 April 2026 to consider a range of governance, financial, strategic and regulatory matters supporting the quality, safety and professionalism of Victoria’s teaching workforce.

Council acknowledged the Traditional Owners of the land on which the meeting was held, the Wurundjeri Woi-wurrung people of the Eastern Kulin Nation, and paid respect to Elders past and present.

Governance and organisational oversight

Council considered matters related to good governance and effective regulatory oversight, approving the minutes of the previous meeting and noting the prior Council Communiqué. Declarations of conflicts of interest and of gifts, benefits and hospitality were received, and Council noted progress against the Action Register.

Reports from the Chairperson and CEO

Council received and noted reports from the Chairperson and the Chief Executive Officer, including updates on organisational performance, the progress of work on the roll out of revised communications, governance efficacy and engagement across the education and regulatory sectors.

The Council also noted the recent review of probity concerns at the Teaching Council of Aotearoa New Zealand. 

Committee updates

Council noted upcoming standing committee meetings, noting key areas of activity and assurance across the domains of

  • accreditation and policy development matters
  • financial oversight, risk management and assurance activities
  • people, culture and workforce capability
  • professional conduct, including performance reporting related to VIT’s regulatory functions.

The Council was updated on work underway to improve the way data is presented in regulatory performance reports. The Council also welcomed the appointment of a trained cohort of Authorised Officers within VIT, consistent with provisions in relevant legislation.

These updates provided Council with confidence in the ongoing delivery of VIT’s statutory responsibilities.

Financial sustainability

Council provided in-principle endorsement of the fee strategy for the 2026–27 registration period, which will align with the Treasurer’s approved annual indexation rate once confirmed. 

Strategic direction

Council approved the program and arrangements for the 2026 Council Strategy Workshop which will inform VIT’s future strategic direction in the context of significant reform and workforce challenges. The Council also agreed to undertake an effectiveness self-assessment survey as background to discussion at the strategy workshop.

Council also noted work underway to review and update VIT’s Declaration-of-Interest policy, including the establishment of a central register of declared interests.

The Council also approved amendments to the Council Charter to include clearer processes in relation to dealing with any concerns about misconduct, corruption and breach of duty.

Registration reform consultation

Council noted a presentation outlining consultation underway in relation to Permission to Teach (PTT) reforms and reform initiatives in relation to child safety, acknowledging the importance of sector engagement, partnerships, information sharing, and evidence informed regulatory reform.

The next Council meeting will be held on Wednesday 6 May 2026
