The Victorian Institute of Teaching (VIT) Council met at the VIT office in Docklands on Wednesday 26 August 2026.

The Council acknowledged the Traditional Owners of the land on which the meeting was held, the Wurundjeri Woi-wurrung people of the Kulin Nation, and paid respect to Elders past and present.

Governance and organisational oversight

The Council considered governance matters, including reports from the Chairperson, Chief Executive Officer and Council committees, and noted the Action Register.

Council welcomed Kate Dullard as a substantive Council member and acknowledged the nomination of Bree Saunders to attend Council as the Secretary of the Department of Education’s nominee during the period of Sarah McNicol’s leave. Council also welcomed Natalie Naylor to VIT in the role of Corporate Legal Counsel and acknowledged the contribution of Janna Baggio as Interim Corporate Legal Counsel.

Council received updates from the Professional Conduct Committee, Accreditation Committee, People and Culture Committee, and the Audit, Risk Management and Finance Committee on their recent activities and priorities.

The Council noted the Strategic Risk Report and approved VIT’s new Risk Appetite Statements, strengthening the organisation’s risk management framework and providing greater clarity regarding the risks VIT is prepared to accept in pursuit of its strategic objectives.

Implementing legislative reform

Council received an update on implementation of the Education and Training Reform Amendment Act 2026, following the commencement of the legislative reforms.

To support implementation, Council approved an updated Instrument of Delegation, a new Register of Registered Teachers Policy, and amendments to the Register of Disciplinary Action Policy. These measures will assist in operationalising the legislative changes and supporting the transparency and effectiveness of VIT’s regulatory functions.

Council also endorsed a proposed Interim Suspension Policy for broader organisational consultation and stakeholder engagement prior to consideration of a final policy at a future meeting.

Regulatory policy and governance

The Council approved commencement of consultation on VIT’s proposed Continuing Professional Development Framework, providing an opportunity for teachers, sector stakeholders and the broader community to contribute feedback on the future approach to professional learning requirements.

Council also approved amendments to the Victorian Teaching Profession’s Code of Conduct, ensuring the Code remains contemporary and continues to support high standards of professional behaviour across the profession.

As part of ongoing governance improvements, Council approved a new Conflict of Interest Policy, implementing recommendations arising from a previous governance review and strengthening decision-making and accountability arrangements.

The Council approved a revised Instrument of Authorisation under the Freedom of Information Act, supporting efficient management of VIT’s FOI obligations, and approved amendments to the Instrument of Authorisation (Financial) to better align delegated authority with operational responsibilities and current organisational structures.

Council also approved committee appointments, including the appointment of Kate Dullard to the Audit, Risk Management and Finance Committee and Bree Saunders to the People and Culture Committee.

In support of improved governance planning and oversight, Council approved the proposed timing and frequency of Council and Committee meetings for 2027 through the new Annual Governance and Operational Cycle.

Finance and compliance

The Council endorsed the fourth quarter financial report for 2025-26, covering the period April to June 2026.

Council also considered advice from management and the Audit, Risk Management and Finance Committee regarding VIT’s intangible assets and endorsed the assessment that no impairment is required for the CRM4 and Nexus systems.

The Council noted VIT’s Financial Management Compliance Report submitted to the Department of Education and approved the Chairperson’s annual attestation regarding compliance with the Victorian Government’s financial management requirements.

The next scheduled meeting of the Victorian Institute of Teaching Council is on Wednesday 21 October 2026.
