Registration and regulatory compliance update

In Quarter 2, the Victorian Institute of Teaching (VIT) continued to deliver on its regulatory responsibilities with a strong focus on maintaining the integrity of the teaching profession and safeguarding the wellbeing of children and young people. The data reflects VIT’s ongoing commitment to responsive, risk-based regulation and transparent reporting.

At the end of the quarter, there were 158,937 registered teachers in Victoria.  

Our work on professional conduct concerns continued gains in regulatory performance, seeing sustained improvement in quarterly closure rates, increasing from 88% in Q4 2024 to 112% in Q2 2025. This was achieved despite a rise in new complaints and notifications.

Incoming notifications increased by 34% in Q2, primarily driven by a rise in notifications from the Commission for Children and Young People (CCYP) compared to the previous quarter. The CCYP is required to report all notifications about registered teachers to VIT. This spike can be partially attributed to the seasonal variation during Q1, which included the Christmas holiday period.

Only around 1% of registered teachers are subject to a complaint or notification from a co-regulator, employer or member of the public meaning the vast majority of teachers continue to comply with their regulatory and child safety obligations.

The VIT will suspend the registration of a teacher on an interim basis in circumstances where there’s reasonable belief that a teacher poses an unacceptable risk of harm to children. In Q2, there were 2 new interim suspensions, and 4 interim suspensions resolved for a total of 17 ongoing interim suspensions.

There are some circumstances where VIT must suspend a teacher’s registration on an ongoing basis, such as when a teacher is charged with a Category A offence, or when they are given a Working with Children interim exclusion by Working with Children Check Victoria (WWCCV). There were 2 new ongoing suspensions in Q2.

The VIT must cancel the registration of a teacher if the teacher is found guilty of a Category A offence or is given a Working with Children exclusion by WWCCV. There were 3 new cancellations in Q2.
