From PTT to CATT - Seeking your feedback on the new and improved permission to teach policy

The Victorian Institute of Teaching is seeking written feedback on the draft revised Permission to Teach (PTT) policy, marking an important next step in our ongoing work to support and strengthen Victoria’s teaching workforce.

This consultation forms part of a Direction from the Minister of Education in December 2024, requiring VIT to review our PTT approach and how the policy is applied. Throughout 2025, we undertook extensive consultation with teachers, employers, unions and sector partners to understand the challenges and opportunities within the existing framework. A report outlining recommendations informed by this feedback was submitted to the Minister and has received in principle support.

This consultation paper brings together these findings and presents a revised draft Permission to Teach policy, included a new name—Conditional Authority to Teach (CATT). The purpose of this consultation is to seek feedback on the revised policy and the proposed changes to categories, eligibility requirements, conditions and co-regulatory arrangements. 

Submissions now open

We are now seeking written submissions on the proposed policy approach set out in the consultation paper by close of business, Friday 17 April 2026.

Why your feedback matters

Your insights will help refine and finalise a new policy that:

  • provides a clearer, more streamlined approach to authorising unqualified individuals to teach
  • reduces complexity and regulatory burden for applicants and employers
  • strengthens expectations of support, supervision and co-regulation with schools
  • maintains the quality and safety standards expected in Victorian classrooms
  • ensures the policy remains responsive to teacher supply needs and diverse school contexts. 

What happens next

Throughout the year, we will continue to work with stakeholders to refine the policy and develop updated guidance materials and support resources. The revised CATT policy and approach are intended for implementation for the 2027 school year.
