Reforming our professional conduct branch

Last year, the Victorian Institute of Teaching (VIT) commissioned an independent Business Process and Organisational Review of the Professional Conduct Branch to identify opportunities to improve the timeliness, fairness and effectiveness of our regulatory processes. The review, undertaken by Andrew Brown Consulting, provides a clear and comprehensive roadmap for reform.

The recommendations focus on improving the consistency of our processes and strengthening how we manage conduct matters.

For schools, this means clearer communication, faster updates and a more predictable experience when concerns arise. These improvements will help reduce administrative pressure on school leaders, support staff wellbeing during difficult processes, and continue to build trust in the regulatory system that underpins child safety.

Key reforms outlined in the review

  • streamlining intake and triage processes
  • prioritising high-risk cases
  • establishing a temporary team to reduce aged matters
  • introducing a dynamic risk assessment framework
  • enhancing stakeholder engagement and transparency.

Jaclyn Spencer - Director, Professional Conduct

“We have already made good progress establishing new teams to focus directly on the backlog and streamlining the preliminary assessment process for incoming matters with a lower risk to child safety.”

“We recognise that there is still significant work to do to establish a dynamic risk assessment framework and working closely with our co-regulators to ensure comprehensive and timely information sharing about child safety risks.”

The VIT will continue to keep partners, key stakeholders and the public updated on its progress throughout the year.
