Victorian Government Tutor Learning Initiative 2024

The Tutor Learning Initiative (TLI) provides government and low-fee non-government schools with funding to employ tutors to deliver targeted small group learning support to students who need it most.

The focus of the TLI is on the foundational skills of literacy and numeracy, which are critical for success in school and life.

Tutor role

Tutors are employed by schools to deliver small group learning support, with a focus on literacy and numeracy.
Tutors work closely with teachers and staff to

  • identify a student’s point of need, through diagnostic assessments
  • define SMART (specific, measurable, attainable, relevant, and time-bound) learning goals (recorded in an approved template) that can be achieved within a short, 5 to 8-week cycle of learning
  • implement evidence-based, high-impact teaching strategies to progress learning
  • regularly evaluate learning progress via formative assessments.

Tutor qualifications

Tutors must be one of the following

  • a teacher currently registered with the Victorian Institute of Teaching (VIT)
  • teacher with VIT Permission to Teach (PTT Teacher Tutor). This category of PTT is available to people who have previously held registration with VIT.
  • a pre-service teacher working under the supervision of a registered teacher
  • any other person who meets the Department of Education employment requirements.

Please note: early childhood teachers are excluded from this initiative. Under the Education and Training Reform Act 2006, only registered teachers or holders of permission to teach are able to undertake the duties of a teacher in Victorian schools.

Registration entry pathways for tutoring roles

I currently hold (practising) teacher registration, provisional registration or permission to teach

If you are a registered teacher or provisionally registered teacher, you are able to undertake the duties of a teacher. You can register your interest to be a tutor in a government school through Recruitment Online (ROL).

I am a recently retired teacher who can meet current VIT registration requirements (including a minimum of 4 years of tertiary education)

You can apply for teacher registration – immediate full or provisional registration – through your MyVIT account.

You must meet all current registration requirements including the completion of a minimum of four years of tertiary education, and provide all necessary evidence.

You will be assessed in accordance with current policies and procedures including qualifications, English language competence and suitability (including a Nationally Coordinated Criminal History Check and an overseas criminal record check as applicable). Read more about the application modules and how to apply.

Note – applicants for immediate full registration must provide evidence of full registration held in the past five years, and evidence they have taught in one or more Australian or New Zealand schools for at least 80 days within the five years prior to the date of the application.

I previously held teacher registration with VIT but CANNOT meet current VIT registration requirements (including a minimum of 4 years of tertiary education and / or significant time away from practice and professional learning)

If you have previously held registration with VIT, and have been offered a tutor role in a school, you can apply for PTT (Teacher Tutor).

Your employing school will need to initiate the permission to teach process with VIT. Once we receive confirmation that you have been offered a position, you will be able to apply for PTT (Teacher Tutor) through your MyVIT account.

You will be assessed in accordance with the requirements of Teacher Tutor category of permission to teach (PTT), English language competence, and suitability (including a Nationally Coordinated Criminal History Check and overseas criminal record check as applicable).

PTT (Teacher Tutor) will be granted until 31 December 2025 to undertake small group tutoring in any Victorian school.

Pre-service teachers will not need to register with VIT as they will always be under the supervision of a fully registered teacher.

I currently hold non-practising teacher registration with VIT

You can apply to return from non-practising through your MyVIT account.

You will be assessed in accordance with current policies and procedures including suitability.

  • fully registered teachers who are returning will be required to complete 20 days professional practice and 20 hours professional learning by 30 September 2024 or within the next full registration period 
  • provisionally registered teachers who are returning will be required to move to full registration within 2 years.
I am a currently registered teacher from another Australian state / territory or New Zealand

You can apply for mutual recognition – immediate full or provisional registration – through your MyVIT account.

You will be assessed in accordance with the Mutual Recognition Act 1992 or Trans-Tasman Mutual Recognition Act 1997 including suitability (a Nationally Coordinated Criminal History Check and overseas criminal record check as applicable). Read more about the application modules and how to apply.

I am a pre-service teacher

You are not eligible for registration as a tutor with VIT while undertaking your teacher education program, however you can register your interest to be a tutor in a government school through Recruitment Online (ROL).

The Tutor Learning initiative will relate to your teacher education program and professional placement and you will always be under the supervision of a fully registered teacher.

I don’t meet any of the above situations

You are not eligible for registration with VIT and therefore cannot register to participate in the tutoring initiative.
